Different users have access to different functions of the site. While anyone can do most things on the site, including reading and editing, bureaucrats and administrators can access a few additional functions.
Administrators have access to more functions than other users. These are:
- Deleting and restoring pages, page histories and uploaded files.
- Protecting a page so it cannot be edited or renamed by users without certain rights (depends on the type of protection).
- Blocking IP addresses or user names from editing.
- Editing the interface by changing system messages and skins.
- Integrated rollback and chat moderator rights.
- Able to assign users to the chat moderator group.
VSTF have administrator access to all wikis for cleanup purposes and can only use those rights on certain grounds or if they are a local admin of that particular wiki. These users will be shown on Special:ListUsers/vstf on any wiki.

Bureaucrats can assign users into the bureaucrat, administrator, chat moderator or rollback groups. They can also remove users from those groups except other bureaucrats.
Only the bureaucrat themselves or staff can remove bureaucrat rights.
What can administrators not do?
Administrators should not use their administrator powers to settle editing disputes; for example, to lock a page on a version he or she prefers in an editing dispute that isn't vandalism. Administrator powers should be used to help keep the wiki clear of vandalism, spam, and users who make malicious edits, but not for simple disagreements between users acting in good faith. Ideally an admin shouldn't be considered "in charge". The ideal admin is just someone who is trusted to have a few extra buttons and to use them for the benefit of the Wikia community.
Becoming an administrator
For someone to become an administrator, someone with bureaucrat access must make them one. In the case of a wiki without active bureaucrats and a user meets certain criteria, they may make an adoption request.
Adopting a wiki should only be used if no bureaucrat is available and as a last resort.
